Summer Youth Employment Program
The Town of Gallatin can nominate one college-attending student from the Town to a summer job with Columbia County paying $13.50/hr.

Nominees need to:
         Be between the ages of 18 – 24
          Be a resident of the County of Columbia
         Provide proof of enrollment as a full-time student for the Fall of 2022
         Provide a physical that is less than one year old
         Pass a drug test, if applicable
         Have transportation to and from the designated work site
The following positions are available for the Summer Youth Program for 2022:
DPW (Department of Public Works) positions are Monday-Friday 40 hrs/wk
Highway: Highway maintenance and construction. Typical duties would be lawn care, flagging traffic, shoveling black top, cleaning ditches and culverts and a wide variety of manual labor tasks. Steel toed shoes are required. Hours would be 6:30 – 3:00. Locations would be in one of 5 locations: Kinderhook, Ghent, Hudson, Livingston or Copake.

Solid Waste: Laborer position involving mowing, painting, cleaning up the station, stacking tires and electronics along with other physical type activities. 1 position
Facilities: Clean buildings, mow and trim grass, painting, ground maintenance. 2 positions
Clerical Positions are Monday-Friday 35 hrs/wk in
Other Departments: Clerical work to include but not limited to answering phones, making copies, filing, scanning, organizing records, mail sorting
Operational Guidelines & Details
Purpose
The goal of the 2022 Summer Youth Employment Program (“SYEP”) of the County of Columbia is to provide college-attending youth with the opportunity to be exposed to employment opportunities within County government so that, upon graduation, they may realize career opportunities in and for their County.
Qualifications:
In order to be considered eligible for employment under the SYEP of the County of Columbia, individuals must meet the following criteria;
1.      At the time of appointment, must be at least 18 years of age and under the age of 24 years* AND enrolled full-time in an undergraduate or graduate-level college or university for the Fall Semester directly following the summer of employment.
*Maximum age limitation adopted based on the “qualifying child” provisions as set-forth by IRS Publication 501 of 2020. There will be no waiver of the maximum age limitations, including those individuals who may be seeking re-employment in the program until their college education is complete.
2.      Must be sponsored by one of the twenty-three (23) Board of Supervisors members (Sponsorship does not have to be solely from your town’s supervisor)
3.      All SYE Applicants must reside within the County of Columbia
4.      As part of the application process, must provide proof of enrollment for the Fall Semester as outlined in #1 above.
5.      Must provide a valid physical examination that is less than one-year old at the time of appointment to be considered for the purposes of this program.
6.      Must pass a drug test. Cost will be paid by the County. (Highway, Facilities and Solid Waste appointments only)
7.      All chosen applicants must meet the physical and operational demands of the department to which they are assigned.
8.      All chosen applicants must have transportation to and from the work site assigned.
9.      The applicant chosen for the Facilities Department must have a valid Driver’s License.
Annual Procedures:
1.      Each year, prior to the commencement of the program, the Human Resources Department will coordinate with the County departments to establish the twenty-three (23) available SYEP vacant opportunities (subject to change annually based on funding and department demand).
2.      The twenty-three vacancies for the 2021 SEYP will be budgeted as follows:
a.      Six (6) to the DO Fund – Highway
b.      One (1) to the EL Fund – Solid Waste
c.      Two (2) to the AO Fund – Facilities
d.      Fourteen (14) to the AO Fund – General
3.      The HR Dept. will manage all applicants, sponsorships, employment packets, physical and drug test facilitation (when necessary).
4.      Applicants will be assigned to vacancies based on the following:
a.      Availability to slots with funding (see #2 above)
b.      Needs of the department where the opportunity exists
c.      Skills/interests of the youth
5.      The HR Dept will provide a County orientation.
6.      Summer youth will receive an appointment letter outlining expectations and conditions of employment.
7.      The summer youth, and the Department Head, will each complete an evaluation form prior to the completion of the program, and submit to the HR Dept. for discussion.
8.      Summer youth must provide a two (2) week notice to their department head.
9.      County Departments are required to discuss their specific policies with the summer youth employee assigned to their department.
10.  The specific-department will process the payroll for the summer youth in the same manner that they process payroll for all employees of their department.
11.  At the end of the SYEP, funding from the HR budget will be transferred to the specific-department’s budget.
Position Details/Salary/Benefits
§ Pay rate is $13.50 per hour.
§ All positions are Full-Time.
§ Each position can work up to 400 hours during the period of the program.
§ These positions are considered Temporary, Labor Class positions and, therefore, are not subject to Civil Service examination.
§ They are not part of a Collective Bargaining Agreement and, therefore, do not pay union dues.
§ These positions are not entitled to any benefits as set-forth by any union contract, such as paid leave days or access to health insurance.
§ Summer Youth employees ARE ELIGIBLE to join the NYS Retirement System, if they so choose.
§ Participation does not guarantee future employment.
§ Employees of this program are subject to the same rules and laws governing employment in Columbia County.
